Responsibilities:
1. Analyze monthly department budgeting and accounting reports for highway construction and maintenance projects funded under state and federal Department of Transportation (DOT) programs, ensuring compliance with expenditure controls and funding guidelines.
2. Perform complex accounting and auditing duties related to project cost analysis, subcontractor payments, and materials procurement, producing computerized accounting reports in accordance with company and DOT procedures.
3. Monitor disbursements, including vendor and subcontractor payments; research discrepancies in purchase orders, invoices, and progress billings, and recommend corrective actions.
4. Prepare periodic and annual financial statements, DOT project budget summaries, reimbursement claims, and audit documentation related to construction projects and equipment expenditures.
5. Examine budget estimates for accuracy, completeness, and conformance with DOT and company standards and cost-control regulations.
6. Provide advice and technical assistance to project managers and executives on cost forecasting, fiscal allocation, and preparation of budgets for highway and infrastructure projects.
7. Compile and analyze accounting records, labor costs, and inventory data to determine required financial resources for materials, equipment, and manpower.
8. Process and review employee and field expense reports, verifying accuracy, coding, and proper cost allocation to DOT-funded projects.
9. Maintain electronic imaging and record retention systems for all budget, financial, and accounts payable documents to ensure compliance with audit and DOT documentation requirements.
10. Consult with project managers and estimators to adjust budgets according to change orders, scope modifications, or revised project timelines.
11. Identify cost-saving opportunities and recommend improvements to project efficiency and overall company profitability.
Minimum Requirements:
• Bachelor’s Degree in Accounting, Economics, or Finance, or closely related field. Foreign equivalent accepted.
• Must have at least (2) years of experience in the job offered or as an Accounting Analyst
• Must have completed a FDOT-approved Temporary Traffic Control (TTC) Advanced Course or similar training in highway construction safety or traffic control procedures.
